Crisis in Midtown:

Queen’s Park Isn’t Listening!


We are told by numerous sources that Infrastructure Ontario plans to release its revised Oakville Midtown TOC plan imminently – although all signs indicate it will be very similar to the prior plan in terms of content. A Local Advisory Committee meeting scheduled for October 7th, 2025, for review of the revised plan was cancelled and has yet to be rescheduled. [NOTE: This paragraph was updated on November 13th, after the original email distribution, to correct the statements made by the CAO.]

 

What Does This Mean?


  • Infrastructure Ontario (IO) is not listening and is proceeding with a TOC that will not conform to Oakville’s Official Plan Amendment (OPA), which was approved in January and is awaiting ministerial approval.

  • It will likely continue to be a cluster of 50-plus-storey towers cramming in over 6,000 tiny housing units, producing an unacceptable level of density designed for investors, with no matching infrastructure improvements or community amenities.


With condo sales crashing, why is the Province moving forward with an irresponsible plan that benefits a handpicked developer while ignoring the community’s input and Oakville’s Official Plan?

  • Since the beginning of last year, at least 28 projects in Toronto, with more than 5,700 units, have been cancelled, postponed or put into receivership. It would take 58 months to sell the available stock at the current rate of sales. Let's remember, the Oakville Midtown TOC is over 6,000 units!

  • Oakville hired consultants to undertake Midtown Market Analysis and Residential Feasibility, who told the TOC "building heights defy logic, at best, it will take 20 years to fill the TOC, the TOC can't deliver residents' needs."

  • The Town’s own studies reveal gridlock is guaranteed.


The red flags and financial risks for all stakeholders are glaring. Where is the comprehensive risk and viability analysis that a project of this size and complexity demands? We see no evidence that it even exists.
